Jacob Burley (1817-1889) was a Republican member of the Pennsylvania House of Representatives during the 1859 and 1860 legislative sessions. He compiled the names and post office addresses of members of the Pennsylvania Senate and House of Representatives in 1859 along with later pencil notations when the signatories died (and sometimes the causes of death). H. R. Rouse, for example, was marked "Burned to Death at his Oil Well 1862." The blank book, which is missing its cover and possibly pages, contains four colored lithographic (or stamped) illustrations by Frances Flora Bond Palmer (i.e. Fanny Palmer). The first image is Cupid with a bow and quiver of arrows and peering around a white rose bush, marked "LOVE." Cupid holds a pink ribbon banner bearing the words "Love and the Flowers." Three other colored images show women as flowers, "Lilac-First Emotion of Love," "Narcissus-Delusive Hope," and "Tulip-Declaration of Affection."
