Giving a history of the estate of M. Leloir, who traveled to St. Domingue with M. Baudry in October 1789 and then died at Port au Prince in June 1791. Executor M. le Savoy de Mullenheim. Leloir's wife hadn't received anything from him in a long time; fearing something happened sent a power of attorney to M. Lecesne at M. de Vaudreuil in St. Domingue to recover what belonged to Leloir in concert with M. de Mullenheim. Multi-page list of invoices/bills sent to numerous individuals for specified goods, services, etc. Jean Rousselin's name is included in conjunction with certain paintings. Debt totals £63,244-2-8.

Draft: "Address to the State on the Appointment of Federal Representatives." Emphasizes the significant responsibility of electing good politicians and details some requisites for good representatives. Notes the benefit of Pennsylvania politicians being "intimately acquainted with the Genius of her Inhabitants, the Extent of her resources, her foreign & domestic Commerce, her Manufactures, & her relative situation in all these Points with the other states & with the Powers of Europe."

In English. Bill of lading for the shipment of 215 boxes of sugar and 104 quintal logwood from Havana to Philadelphia on the sloop Peggy, master John Hasbrough. Printed portion includes an illumination of an "S" cradling a square masted vessel, Printed by J. Harrisson. British "GR" watermark.

Regarding an incident on a schooner; he is not relying on information that he's heard concerning "the prisoners said to have been taken in the Schooners," and will wait on more authentic information. He also congratulates Bidwell, a U.S. Representative from Massachusetts, "on the improved state of the public affairs of Massachusetts."
