The majority of letters copied into this book deal with administrative matters of New Spain, mainly the Catholic Church. One letter relates to the Captaincy General of Guatemala and efforts to move the capital of the colony to a newly constructed city. Another letter pertains to the royal approval for the Colegio de San Gregorio in Mexico City to open a seminary dedicated to the education of the children of Indigenous caciques and matzahuales.
